TRAFFIC: Accident on I-64 westbound near Hampton Newport News border

The James River Bridge is closed in both directions due to high water. On Interstate-64 at the Hampton Roads Bridge Tunnel, westbound is backed up 3 miles to the Willoughby Bridge.
