Why does programs like Cruise Night continue? The free concerts in the park have to cost money too.

These community events do cost money. If you read the article, you will see that the city is making cost cutting measures in the departments to ensure that the budget is balanced. We enjoy a strong financial reserve in Fontana that allows us to maintain our level of services during brief downturns in the economy. If this recession continues, the types of cuts you mention could/would be considered.
