I agree. The headline on this (topix) page says, "officer injured during burglary at flora post office." How do we know what those guys were doing or why the guy fled? The police chief's report certainly doesn't confirm that a burglary was taking place. It says some unknown person saw something, suspected burglary, and called the police. The guy who cooperated might be guilty of little more than smoking pot, or of nothing at all. The bushes separate a post office and a bar, so it could very well be that they stepped outside the bar to talk. The guy who fled might have had some outstanding warrants, unbeknownst to the guy who cooperated, or he could have been drunk while on parole. I'm sure he was hiding something, but that could be any number of things, and his friend may not have known about it. The police chief's report doesn't come to any conclusion about why they were out there or why the one guy fled, so the headline is misleading by saying, "officer injured during burglary at flora post office."
