A Central Illinois farmer and a former manager of the Towanda Grain Company, accused of being part of a 14 million dollar fraud scheme, pleaded guilty Thursday in Peoria federal court.
Jasmine N. Cook-Matthews, 20, 2109 Somerset Drive, was arrested Friday for a failure to appear warrant.
