The Euharlee City Council approved a rezoning, an intergovernmental agreement, and conditions needed to pave the way for a Dollar General Store to open in the city.

The first vote was not a tie as I recall. Didn't David Stout abstain his vote?

As long as there is a quorum there can not be a tie. Thats where the Mayor comes in. If there was a tie the Mayor votes and breaks that tie.

The zoning vote was 2 to 1. The intergovernmental agreement was a tie, which the mayor broke the tie.
