Todd's guess has a high probability of being correct. Chevron has vast oil leases in Alberta. They have their own capacity to construct pipelines. They would not need TransCanada or Enbridge to build the lines. They are proud of using Steam Assisted Gravity Drainage to extract bitumen. They have a record of environmental destruction and a disregard for both human rights and the environment.
