"The city says a mistake by the Office of the State Engineer several years ago prompted the quiet-title lawsuit in state District Court, which seeks to extinguish all other rights or claims to the water" the State Engineer was ordered in 1907 to adjudicate all pre 1907 water rights so that it could determine the unappropriated water. Now a Century later water rights below Elephant Butte and above Elephant Butte are clouded with uncertianty as tranfers and contracts further cloud the title to an un adjudicated water right system in New Mexico. The edged of chaos a mistake by the State Engineer I highly doubt...business as usual.

Just cut them slack. You don`t run the state, nor county. You`re sew crazy.

And who`s paying for all these law suits? While you furlough workers.
How is it The Holy City of Faith has turned so demonic? The Almighty Dollar kills.

This is another example of the ignorance, incompetence, and BS from the Office of the State Engineer and its entrenched know-nothing, do-nothing staff and managers. We have a $500 to $700 million shortfall with the state's budget - here's a solution fire every yahoo at the OSE and start over.

I have a question here - how is Norm Gaume, former deputy state engineer, now on contract to the City of SF involved here. THis is just like him to play a game with other people's rights and possessions for his client, the City of SF. Attorney General - are you going to look into this???No, waitaminit, you can't because you gave Norm a contract for water resource analysis, even though he is an electrical engineer, not a hydrologist.
