It seems that Scott was just doing his job , he's probably just trying to make a living like every other person in this world. Just because they don't want to pay the cost of the internet services they needed, they turned it into a problem , it's 2009 what is cheap these days. Preacher should have treated scott with more respect seeing that scott was there doing an internet service for them, not disobeying the law.
