I'm not sure this is a good idea, or even if it's an original idea, but I'm going to throw it out there anyway ... What if the state gave 18-year-olds the right to drink alcohol in bars and at sanctioned events? Only when people turned 21 would they be allowed to also buy alcohol on a "take out" basis at liquor stores.
