I think you are confusing Former Mayor and current council man Mark Breceda with Marcos Bereda, Marcos Bereda was the city employee that did not exist, that forged City documents so Mark Berceda's favorite watering hole could obtain a hard liquor license with out City approval. Not one council member including Former Mayor Breceda, the City Attorney or the city manager investigated the forged document. If you remember the last election when he tried but failed to sucseed in winning his majority.
