Welcome back to Nazi Germany. Use your brains for half a second these guys were cruising they weren't having sex on the see-saw. Some evil cop lured them somewhere and slapped cuffs on them. Not as sordid as it sounds, except when you think about government officials trying to stop homosexual activity. Another case of government prying its way into our private lives. And yes I believe you can be private in a public park.
