Branstad signs Lake Delhi dam bill
Gov. Terry Branstad on Wednesday signed a bill that his own top environmental official warned could put taxpayers on the hook for flood damages when Lake Delhi is restored.

The rain just kept falling in July of 2010. The rising level of the Maquoketa River finally overtopped the dam at Lake Delhi, causing it to fail and unleash 450 acres of water that flooded homes, businesses and farm fields.
