Rain doesn't ruin hay unless it's cut and down in the field. If there isn't at least 4 days of clear weather ahead hay should be left standing until there is enough time to get it cut, dried, bundled and moved to a dry place. It's the hay farmers own greed cutting too early in an attempt to get two crops per year. It isn't right to raise prices to make up for mistakes made by the growers.
