The embattled Aqua Utilities is being put to the test in Chuluota. State regulators tested the water flowing into one Seminole County home Tuesday and it was black.

Tap water is supposed to be clear, but in Chuluota sometimes it's brown. It's the newest and most disgusting development in the city's long-standing fight with the water company, Aqua Utilities and the health department is investigating.

Chuluota residents, who often complain about water rates and chemicals and the odor of their water, helped defeat a proposed rate increase in March.

Nathalie Aponte, 24, of the 700 block of Heather Lane, Winter Springs, was booked into the John E. Polk Correctional Facility on June 2 and charged with battery.
