Should Chautauqua County help th...

Why is it that Chautauqua Co. isn't indemnifying the Village of Forestville with that demolition charge? My understanding is that uncollected local taxes, including fees such as unpaid municipal utility bills and bona fide emergency demolition expenses are traditionally passed onto the county at some point.
