A resident of North Charleston takes a photo of flooding after torrential rains cause swollen rivers, creeks and overwhelmed drainage systems to overflow. Significant rainfall over the past few days coupled with unusually high tides caused flooding and power outages as well as road and business closures across the Lowcountry and large parts of South Carolina.
