Since there's 13 million left over how about raising the income level to include more people. I'm a single parent with 2 kids make 32k and don't qualify. I still have to pay for gas, food, rent, medical insurance, and eveything else. A little help wouldn't hurt.

We could return half of the surplus to the general fund which could in turn return it to the taxpayers! OMG, forgive me, my mind went haywire there!

Giving away fuel oil only drives the price higher for paying customers. Thanks a lot! I'm not saying I want to see anyone go without heat. But maybe if these people were paying for it themselves, they would think a little longer about where they set the dial on their thermostat, and how they spend the rest of their money. I think the program should be a discount, not a giveaway, and should be extended to a larger group of taxpayers.

Let's make this article personal. I bought my house in '01 and it cost $1500 a year to heat the place. Using the fuel costs that are being announced in the news -$4.00 for gasoline by fall, my guess is heating oit will be $4.39. The cost to heat my house will jump to $5,300 per year. This is almost as much as my local taxes. This oil price increases is the equivalent of another three mortgage payments a year! My 2.5% pay raises of - thank you very much - doesn't come close to covering this one.
If you want to know when the "R" word will hit - Next December plus or minus a month, when the heating bills hit.
For my neighbors with electric heat can be smug now, your increase is coming in 2010 when deregulation hits.
Gasoline hurts at about $30 a week. Heating oil is down right very painful.
Merry Christmas! This year I actually hope the guy with the sleigh brings coal. I can burn it and use less oil.

Great idea: deplete America's remaining oil first. Then we will have no choice but to buy all of our oil from hostile exporters... if they will even sell it to us. I say we save ANWR and some off-shore sites for the future.
