Taxes in Castle Hills could go up

The honeymoon may be over for Castle Hills homeowners. They haven't seen the city's property tax rate rise in four years, but the City Council might have to reverse that trend if it wants to balance the fiscal year 2010 budget without cutting back on services or retirement benefits.
