PUBLIC DRUNKENNESS: According to Chambersburg Police, Richard W. Harper Jr., 57, of 6403 Bickle Road, was arrested for public drunkenness Thursday following an incident in which he was pulling on a gear shift lever, wheel and keys of a car while his son was driving.
