Canton-based state police charged Thomas W. Quant, 25, of Madrid with second-degree harassment - physical contact and fourth-degree criminal mischief - preventing an emergency call at 9:54 p.m. Wednesday in the town of Madrid following a domestic dispute complaint filed with troopers at 7:50 p.m. CONTROLLED SUBSTANCE - MADRID - Massena-based state police charged Randy S. Guyette, 25, of Canton with seventh-degree criminal possession of a controlled substance, unlawful possession of marijuana and third-degree aggravated unlicensed operation at 8:45 p.m. Wednesday on state Route 310 in the town of Madrid. He was released on an appearance ticket.
