Detroit -- Lawmakers representing urban and rural areas of Michigan want to make it tougher to sell scrap metal in an effort to slow an epidemic of thefts that threaten public safety and cost businesses and homeowners millions each year.

Legislation targets metal thieves
The records system at Tin Man Scrap Metal is streamlined. Every time a customer drops off a load of scrap metal at the Clyde Township facility, his or her driver's license is copied, stapled to the receipt -- which lists what items were sold -- and he or she leaves thumbprints on two separate pages.
