County drug court graduates three who overcame addictions
St. Lawrence County Court Judge Jerome J. Richards stood Thursday at his bench, hands on his hips, and looked over the courtroom as it bustled with the laughter and commotion of defendants and their families, all of them wearing smiles. It's a rare occasion to have a criminal court filled with joy, but it was something Judge Richards couldn't help but participate in, as it was the first time in two years he presided over the graduation of defendants from the court's Judicial Diversion Program.
