Open space question seeks $400 million

Environmentalists and preservation advocates hope that streak continues on Nov. 3, when residents across the state have their say on a $400 million bond referendum to replenish the now-empty coffers of the Garden State Preservation Trust, which is the state's chief source of funding for open space, farmland and historic preservation.
