The folks that live on or near can't even put so much as a kayak or canoe in these waters for 6 mos a year?? That's crazy...what a bunch of tree hugging, bird brains. I hope this is dropped after one year.

Hey, meathead, they're birds from your corner of the planet! If you hunted, killed and ate more them up there, we wouldn't be too concerned with running them over down here! But we're being nice so you can enjoy them the rest of the year and remember what birds looked like versus looking at pictures in books!!!!

If you can run one of these birds over with a kayak then it wasn't going to survive anyway. I could understand closing off certain zones if the birds are nesting there but to close off the whole bay for six months to paddlers seems a bit extreme. A bird is not going to be affected by a kayak unless the kayak gets within 50 feet or so from it. Luckily this is not a very popular area to paddle.

What types of waterfowl are available for hunting in Richardson Bay?

If you can't use boats, can you hunt waterfowl from the shoreline there?
