The winners for the 2009 Sea Witch Costume Parade have been announced. The following are the judges' favorites: "Crazy Cousins Christmas" by the Kelm, Brant and Poljak families of Pittsburgh "Roller Coaster" by Rachael and Hannah Tipperman of Devon, Pa.
