Provisionals key in close races Ballots that will be counted Nov. 23 could determine some outcomes from Tuesday's election

Some of the closest races in the county could come down to the last vote, as 234 provisional ballots could decide races or issues where fewer than 10 votes separate the unofficial winners and losers.
