Mayor's proposed budget spares many services

San Jose Mayor Chuck Reed proposed Friday that the city spare popular police, fire , park and library services from the budget ax in closing a $73 million deficit and said money to pay for them will be available from revised property-tax estimates, reserves, employee pay freezes and other spending reductions.
