Washington-based Perseus says its affiliation with James A. Johnson , a major fundraiser for Obama's campaign , played no role in persuading the Energy Department to award the loan to Vehicle Production Group.

Vehicle Production Group LLC, a startup automaker that received a $50 million U.S. Energy Department loan, ended operations and fired almost all of its employees.

After three and a half years under an emergency manager, Ecorse will go back to being run by elected officials, but a state-appointed advisory board will have the final say over budget matters, officials said Tuesday.

Gov. Rick Snyder said Tuesday that he has appointed an advisory board "to help ensure a smooth transition" and guide Ecorse "to continued financial stability." Parker said Ecorse's $14.6 cumulative deficit and $5 million structural deficit have been eliminated.
