I don't think this is the only cemetery where this is happening. Many cemeteries are limitted as to size, and yet continue to do business.
My father's grave "disappeared" about twenty years after he was buried at St Joseph's cemetery on Belmont and Cumberland. Never could find it even though I knew where it was.
Because he was not greatly loved by the family, his grave was not tended to or visited very often. That's all it takes for the cemetery management to realize that the grave site can be resold.

Well now you have a good chance. Write them a letter. Give them a day to respond and in the letter state you will be there within the week if they don't call you with an answer. Leave fathers name, d.d. and section where he is supposed to be. Being that it is St. Joseph i assume a catholic cemetery. They usually are on the up & up.

Now not implying, but if it was a paupers grave that is a different story. The church cemeteries usually have a section. It is for the poor or penniless and no family member can pay for a funeral or grave. It's usually a section , with No headstones and few flowers. Unless you can see a marker like a tree, once the ground grass grows you in time will only know the area. It is not paid for, it is donated by the church for its members. But again, they should still have records.
