Mayor Sheila Dixon's administration has amended a proposal that could affect the long-term character of the harbor, making it harder for developers to build townhomes and office towers where port-related businesses once thrived.
Responding to criticism from large industrial businesses and the Maryland Port Administration, City Hall added new criteria to a proposed zoning law that proponents said would help protect the harbor's historic industrial character.
'We have to make sure that the port of Baltimore continues to stay viable,' said Demaune Millard, who is Dixon's director of government relations.

Suddenly, it's hard out there to be a Hon.
Honfest, this weekend's kitschy celebration of beehive hairdos, cat's-eye glasses and pearls, may be the city's biggest neighborhood festival.
But as Honfest grows, so does the backlash against it. Some Hampden dwellers, local fashionistas and even John Waters - who helped perpetuate the image of the Hon as a Baltimore icon - are fed up with the 50,000-strong festival that began as a simple beauty pageant.
Waters frowns on all the Hon hype. He said he won't use the word or the image in any of his scripts these days, and he doesn't think the city should get behind it either.

Charles Village store owner shoots man attempting a robbery
The owner of the St. Paul Cleaners and Tailors in North Baltimore's Charles Village shot a man who attempted to rob the business this afternoon, police said.
Police said the robber, armed with a knife, walked into the store about 1:45 p.m. and demanded money. Police spokesman Sterling Clifford said the owner, who was not identified, drew a gun and fired several times, striking the man in the hip, arm and hand. Clifford said the robber staggered out of the store and demanded that a witness hail a cab for him, police said. Instead, the witness called 911. The attempted holdup occurred in the 3100 block of St. Paul St., a popular hangout for students at the Johns Hopkins University. Police said the wounded man was rushed to Maryland Shock Trauma Center with injuries that were not life threatening. Authorities said they expect the man to be charged with several offenses when he is released from the hospital. Police also say the man, who was not identified, may have been responsible for additional robberies in the area. The owner of the store was not injured but was taken to Union Memorial Hospital for evaluation.
