Trash Catcher Helps Clean Up Inner Harbor

Normally, rain flushes garbage down Baltimore's storm drains to float past the Inner Harbor's tourist attractions.

But after a recent heavy downpour, no plastic cups or dead rats could be spotted in the water by the National Aquarium. The trash had been caught by a contraption called the called the Water Wheel Powered Trash Interceptor.

Its floating boom catches trash at the base of the Jones Falls before it can befoul the harbor. The boom then sends debris up a conveyor belt driven by the current and into a trash can.

Board Approves Contract Fee Plan For BWI

The Maryland Aviation Administration will recover less than half of $52 million in uncollected contract fees from major airlines at BWI under a settlement approved by state officials.

The various fees went undercollected at Baltimore Washington International Thurgood Marshall Airport between fiscal years 2004 and 2008 because of calculation errors relating to space.

One of the biggest errors involved overstating the square feet in a terminal built for Southwest Airlines, a mistake that caused less money to be charged per square foot.

Governor Weakens New Poultry Regulations

Gov. Martin O'Malley is scaling back new poultry regulations following complaints from farmers, a move that prompted an immediate outcry from environmentalists.

The new permitting requirements that would have applied to about 200 large Eastern Shore poultry farms will now only affect 75 to 100 farms under revised rules released Friday night.

The industrial-style water pollution control permits, which would require a list of manure runoff control measures and annual reports to state environmental regulators, are the first to force poultry farms, a key source of bay pollution, to submit to inspections.

Monitor faults conditions at state juvenile centers

A report released yesterday by the state's independent juvenile justice monitor says that conditions are worsening at the Baltimore City Juvenile Justice Center and that programming is lacking at the Victor Cullen Center, a new secure facility in Western Maryland. The monitor's findings are the latest in a string of reports critical of conditions in the 144-bed Baltimore center, where observers have documented youth-on-youth violence and assaults on staff members.

Fire at West Baltimore apartment building displaces tenants

City firefighters this morning rescued five people who were trapped on balconies as a three-alarm fire swept through an apartment building in West Baltimore, damaging at least eight apartments and sending tenants racing outside in their pajamas and wrapped in bedsheets.

One person who was rescued was taken to an area hospital, but the four others carried or helped down ladders by firefighters were not hurt. 'I was scared and I felt safe at the same time,' said 10-year-old Marcus Clark, who was one of four in his family, including two women and another child, who were rescued.

Police investigate a shooting outside a place you might not expect. Police shot a woman at a senior citizen complex in Columbia after officers say she came at them with a knife.

Attempts to talk to Harris apparently failed. In the process, police say one officer felt threatened when Harris produced a knife. The officer fired one shot.
