JIM PUZZANGHERA Reporting from Washington Just as the government took a dramatic step to save the domestic auto industry by becoming a shareholder in General Motors Corp., Washington on Thursday moved to exert greater oversight over the financial system by reviewing bonuses and other incentives at thousands of banks.
