There should be no question over a proposed Oneida County law that would make cyberbullying a crime, and when the bill goes before the Oneida County Legislature Nov. 13, it should be approved. Furthermore, it and similar resolutions should become models for legislation to make Internet bullying a crime throughout New York because one encompassing state law could carry more clout than several individual ones.

The local law was introduced by Legislator Harmony Speciale, D-Utica, and has been approved unanimously by the county Ways and Means Committee. It would make bullying via the Internet a misdemeanor, and those found guilty could be fined between $500 and $1,000 and could face jail time of up to a year. It would cover victims in Oneida County, no matter where the perpetrator is located.

Bullies are persistent

District Attorney Scott McNamara said he supports such a law. So does Howard Mettelman, superintendent of Oneida-Herkimer-Madison BOCES, although he says it alone would not stop the problem of bullying.

Unfortunately, Mettelman is right. Ideally, parents, other role models and peers would discourage bullying of any type as being unacceptable. But that’s not likely. Victims at one time could escape such abuse by walking away, but with the Internet — emails, Facebook or otherwise — bullying has reached a level beyond intolerance. It can be relentless.
